Air conditioning in Canary Wharf and Tower Hamlets

In Canary Wharf most homes and offices are in managed towers, so any air conditioning starts with the building manager and the lease. Glass towers gain a lot of heat from the sun, and the GLA identifies Tower Hamlets among the boroughs with higher heat risk. Elsewhere in the borough, 58 conservation areas cover streets of older terraces.

Homes in Canary Wharf and Tower Hamlets

The Isle of Dogs and Canary Wharf are glass and steel towers, newer apartment blocks and converted docks warehouses, with office towers around Canada Square. Further in, Wapping and Limehouse have warehouse flats, while Stepney, Bow, Bethnal Green and Whitechapel have Georgian and Victorian terraces, council estates and new blocks. Very few homes have their own outside space for an outdoor unit.

Towers and building managers

Apartment towers at Canary Wharf and on the Isle of Dogs are usually run by an estate or building management company, and most leases forbid any fixing to the outside of the building. Some newer blocks have cooling or comfort cooling built in, often run as part of the building's services, and the fix for a hot flat may be a service or repair of that system rather than a new one. If your flat has no cooling, ask the building manager what is permitted before buying anything. Where nothing external is allowed, an all in one unit through an approved wall vent, or a portable, may be the only options.

Heat in glass buildings

Floor to ceiling glazing lets in a lot of sun, especially on south and west facing floors, and tall buildings in the heat island hold warmth into the evening. The GLA's heat risk study names Tower Hamlets among the central boroughs with higher heat risk for homes. Approved Document O, which sets overheating rules for new homes from June 2022, lists E14 and E1 among London's high risk postcodes, so newer buildings here should have been designed with that in mind. Older towers built before then may not have been.

Offices on the estate and terraces beyond

Office tenants at Canary Wharf work within the estate's rules for contractors, access and plant, with a licence for alterations for any new system. Systems over 12kW need a TM44 inspection every five years, and larger systems need F-gas leak checks with records. In the rest of Tower Hamlets, where the council lists 58 conservation areas, houses in Stepney Green, Bow and Bethnal Green follow the same rules as other London terraces: rear siting, the noise calculation and planning for flats.

Wapping and Limehouse warehouses

The converted warehouses of Wapping and Limehouse are popular homes, many in conservation areas and some listed. They often have thick brick walls, timber beams and large windows, and leases that tightly control the outside of the building. External units are hard to get approved on street or river elevations. Where a rear courtyard or roof is available, a carefully screened unit with a strong noise case is the realistic route, with listed building consent if the building is listed.

Local questions

Ask us
Can I install air conditioning in a Canary Wharf flat?

Only if the lease and building manager allow it. Many towers forbid external units, so check the building's rules first and ask whether the block already has a cooling system.

Why is my glass tower flat so hot?

Large windows let in a lot of sun, especially facing south or west, and the building holds heat into the evening. Blinds and shading help, but many flats also need cooling.

Do Canary Wharf offices need TM44 inspections?

Yes, if the air conditioning has an effective rated output above 12kW. An accredited energy assessor must inspect it at least every five years.
